The urban project of the Olympic and Paralympic Village ZAC has the ambition to reconquer the Seine. Studies will be carried out by SOLIDEO to develop the banks of the Seine to make it a new place to live in the area with a walking area, pontoons on the river, barges, new plantations, etc. A consultation will be carried out with the public to gather their expectations in terms of use.
The development of the Athletes' Village will be carried out in different phases: 2020 > ground preparation work: Several months will be needed to deconstruct certain buildings and prepare the land that will host future constructions. 2021 - 2023 > construction and development work:
  • Public spaces: roadways (pedestrian, cycle or traffic), squares, green spaces and the banks of the Seine;
  • Buildings: rental housing (social or private), home ownership, offices for businesses, ground floor dedicated to shops and services;
  • Facilities: nursery and primary schools, gymnasiums, crèches, etc.
2025 > Reversibility works: Reconversion of athletes' accommodation into family housing, student housing, offices, business premises... In addition, additional developments will be carried out to make the Athletes' Village project a coherent and comprehensive whole: a footbridge over the Seine between Saint-Denis and L'Île-Saint-Denis built by the Seine-Saint-Denis Departmental Council, burying of high-voltage lines carried out by RTE (Réseau de Transport d'Électricité) and construction of a noise barrier along the A86 by the State.
Deconstruction involves carefully removing the various components of a building and then sorting them for recycling and reuse. This alternative to demolition, which refers to the pure and simple destruction of a building, allows materials to be given a second life. For example, the bricks extracted from the façades of buildings will be crushed and used as a substrate for the future public spaces of the Athletes' Village.
Reversibility work will be carried out in 2025, after the Games. This work will consist of adapting the buildings that housed the athletes during the Games (accommodation and common areas) to accommodate the future inhabitants. Finishing work will also be carried out on public spaces (roads, green areas, etc.).

"Cluster" because it brings together in the same area several complementary and interconnected objects: the Media Village in Dugny, the sports and school park in Le Bourget and the Terrain des essences in La Courneuve. During the Games, the site will welcome journalists from all over the world as well as sports competitions and training sites. The volleyball and shooting, armchair-shooting, armchair rugby and armchair basketball events will be held there in temporary facilities. After the Games, the Media Village located in Dugny will be a living area with approximately 1,300 housing units and the Gasoline Field located in La Courneuve will be renatured to become an extension of Georges Valbon Park. The Le Bourget sports and school park will be modernised and expanded.
The Media Cluster will be located in the communes of Dugny, Le Bourget and La Courneuve, in the department of Seine-Saint-Denis.
During the Games, the Media Cluster will be organised around 3 centres in the immediate vicinity of the Paris Le Bourget Exhibition Centre, where the Main Media Centre will be temporarily located: The Media Village During the 2024 Paris Olympic and Paralympic Games, around 2,800 journalists and technicians will be housed in the Media Village and will travel daily to Pavilion 3 of the Paris Le Bourget Exhibition Centre, which will host the main media centre. The Gasoline Field A temporary archery range will be set up to host shooting and armchair shooting competitions during the Games. Le Bourget sports and school park A temporary arena with a capacity of 13,000 people will be installed in the heart of the Le Bourget sports and school park. It will be the venue for volleyball, armchair rugby and armchair basketball events.
The Media Cluster is structured around 3 main sectors: The Media Village A mixed neighbourhood of housing, local shops, economic activities and amenities will be created in Dugny : - Around 1,300 family housings - 1 school group - 1 gymnasium - 20,000m² of economic activities - 1,000m² of shops and local services. Terrain des Essences The Terrain des Essences, located in the commune of La Courneuve, is a former army hydrocarbon storage centre. Between now and 2024, the site will be cleaned up and then renatured to become a new extension of the Georges Valbon departmental park. Its 13 hectares will include areas set aside for visitors but also areas of biodiversity that are not accessible to the public in order to preserve the fauna and flora. Le Bourget sports and school park The current Le Bourget sports park will be completely modernised and extended. The site will include new infrastructures as well as green and landscaped areas for the benefit of all: - 1 gymnasium - 2 football pitches - 1 athletics track of 400 m - 6 tennis courts and 1 club house - 1 indoor boulodrome and 1 outdoor court - 1 playground and free practice areas. The Media Cluster will also be an opportunity to better connect territories through the realisation of various works : - A new crossing of the A1 motorway that will link Le Bourget and Dugny dedicated to buses, bicycles and pedestrians ; - Easier connections to mobility centres such as Le Bourget station (RER B and lines 16 and 17 of the Grand Paris Express) and the T11 Dugny-La Courneuve station; - New pedestrian and cycle links.
The Media Cluster will be developed in different phases: 2019 > development of the project: SOLIDEO has defined its specifications and made an initial selection of operators for the construction of the Media Village. 2020 > preparation of the land: Several months will be needed to deconstruct certain buildings and prepare the land that will accommodate future constructions. 2021 - 2023 > construction and development work:
  • Public spaces: roadways (pedestrian, cycle or circulating), squares, green spaces and the banks of the Seine ;
  • Buildings: rental housing (social or private), home ownership, offices for businesses, ground floor dedicated to shops and services;
  • Facilities: nursery and primary schools, gymnasiums, crèches, etc.
2024: building refurbishment work and completion of public spaces After the 2024 Paris Olympic and Paralympic Games, the infrastructures temporarily installed to host the competitions will be removed and the public spaces will be finalised to accommodate the new inhabitants. The buildings will undergo very little work as they will be delivered in their final configuration in 2024.
